I was about two years old when the Escalante / Grand Staircase National Monument was designated two decades ago. Despite its age, Utah officials are attempting to downsize the Monument by 75% while simultaneously attacking the Bears Ears National Monument and, for that matter, the Antiquities Act. While there are palpable differences between the two designations, one thing is the same. GSNM was designated when Utah officials failed to pass an overarching public lands bill. In the same way, the Bears Ears NM was designated when the PLI failed. These bills never seriously attempted to solve any long-standing public land issues, nor were they acts of compromise. If Utah officials seriously wish to prevent future National Monument designations, they can start by producing pieces of legislation that have substance.
